The recommendations below from the European Leadership network refer back to principles widely accepted towards the end of the Cold War. Some of them originated in proposals put forward at the CSCE Stockholm Conference on CSBMs and disarmament 1984-1986.

It is important to revitalise work in the OSCE on CSBM:s. The debate on military exercises is not new and the problem was recognised as real also by NATO in the 80´s and late 90´s. And who could argue that East -West communication is sufficient at the present stage?
